Sterile injectable projects contain uncertainties that cannot be priced responsibly from a one-line request. A disciplined RFP makes those uncertainties visible without requiring formulas, full dossiers, patient information or trade secrets at first contact. Its first purpose is to route the project to the right technical, quality and regulatory conversation.

1. State the decision you need—not only the service label

Specify whether the immediate request is a public capability screen, a post-NDA feasibility review, a development proposal, a technology-transfer assessment or a commercial manufacturing scope. ‘CMO’ and ‘CDMO’ are not interchangeable, and an RFP should not assume a project model before the remaining work, ownership and evidence gaps are understood.

2. Identify the sterile product route at a non-confidential level

Describe the dosage form and intended presentation: sterile lyophilized powder injection, sterile powder injection or terminally sterilized small-volume injection; vial, ampoule or another primary package; and the route or broad strength/fill band where safe to disclose. State any high-level characteristics that affect screening, such as lyophilization, terminal sterilization, cold-chain needs, containment or special handling. Do not attach a formula, exact process settings or proprietary analytical method before an agreed disclosure route is in place.

3. Put the target market and regulatory owner on the first page

Name the intended country or market group, the expected applicant or marketing-authorization-holder role where known, and whether the project is development, registration, site transfer or commercial supply. Regulatory requirements are product- and market-specific; an RFP should ask for a route assessment rather than represent that any facility is automatically eligible for a market.

4. Give a scale band and timing assumptions

Provide a broad development or commercial batch band, indicative annual demand band, expected campaign pattern and decision milestones. Mark forecasts as assumptions unless contractually agreed. Capacity, line fit and supply planning depend on the actual product route, quality controls, documentation maturity and campaign design—not on an annual volume number alone.

5. Separate evidence available from evidence still needed

Use a simple availability matrix: available, in preparation, not available or not applicable for development history, process overview, analytical status, stability, batch history, container-closure information, validation status and regulatory correspondence. This allows a preliminary gap assessment without transferring documents. After an NDA, agree a focused request list, named reviewers, permitted purpose and access controls before providing sensitive material.

6. Include quality-governance questions before commercial terms

Ask how quality responsibilities, deviations, changes, investigations, batch disposition, audit rights, record access, escalation and lifecycle review would be allocated if the project progresses. FDA’s quality-agreement guidance and ICH quality-system principles support clear, documented responsibilities; a confidentiality agreement alone does not govern manufacture or quality decisions.

7. Define the next decision gate

End the RFP with the requested next action: a non-confidential fit call, mutual NDA, feasibility questionnaire, site-diligence plan, technical proposal or stop decision. This prevents an exploratory inquiry from being mistaken for a binding quotation request and gives both parties a traceable basis for moving to the next stage.

Frequently asked questions

Should an RFP ask for a fixed price before technical review?

It may request an indicative scope or pricing approach, but a defensible quotation normally needs clearer technical, quality, regulatory and supply assumptions.

Can a sterile dosage form be screened without revealing the active ingredient?

Often a preliminary screen can use dosage form, presentation, handling class and other high-level characteristics. The appropriate disclosure boundary must be agreed by the parties.

Does this checklist show that a manufacturer can take a project?

No. It is a general project-preparation framework. Product-, site-, market- and quality-specific assessment is still required.

What should never be included in a first public inquiry?

Do not include patient information, prescriptions, complete formulas, exact process parameters, full dossiers, unpublished regulator correspondence, credentials or other trade secrets.
